Yokoi wants to be a good student. She wants to pay attention in class, take good notes, and learn what the teacher is trying to teach. But Yokoi has a big problem. Seki, the boy in the desk next to her, not only doesn't pay attention in class, but he doesn't pay attention in over-the-top ways which Yokoi first finds distracting, then entrancing as she more and more finds herself drawn into and participating in Seki's outlandish methods of wasting class time.
I think it was a comment made on one of the early episodes that noted how much like early cartoons this series is. With each episode at a bit over 7 minutes, it is at about the same length as the old Bugs Bunny and Tom and Jerry episodes. Plus, this isn't a show with a deep story and heavy message, each episode is pretty much Seki doing something at his desk to distract himself that also ends up distracting Yokoi, too.
What makes the episodes work is that both kids are highly imaginative, but in their own ways. While Seki provides the materials, such a robots or RC cars or shogi pieces or playing card tricks, the viewer is also give Yokoi's take on Seki's actions, the stories she creates from the things he's doing with his toys and games, her excessive concern for the robot family, and even a few times when she engages in the shenanigans in ways the really mess with Seki's mind.
I found most of these episodes to be very funny.
