I would agree with Spiderman in Marvel.(Green Goblin, Venon, Doc Ock, Vulture, Mysterio) In DC I would say it is a toss up between Batman and Superman. Batman has the Joker who I would concider one of if not the most iconic comic villain ever, and then there Bane, Catwoman and Pinguin, but then Superman has Lex Luthor (very iconic) and Darkside (super-cool)

As much as I love Superman, I'd have to say his rogues' gallery leaves much to be desired. Lex Luthor is only interesting when they blur the lines between villain and...regular guy? (certainly not hero). Darkseid is awesome, but he's not a Superman character, he's the chief villain of Kirby's "The New Gods" mythology who often clashes with Kal-El. Calling him a Superman villain is like calling Dr. Doom a Spider-man villain because they sometimes fight. Toyman, even at his best incarnation, is just a Joker wannabe, Brainiac is cool, but never consistent and the rest of his villains are occasional at best.
It's hard to be consistent an enemy of Superman and stay valid.

Interesting. I didn't realize Darkseid wasn't a Superman villain. Ah yes! I forgot about Doom! I would classify him as a Fantastic Four villain, but he certainly gets around.

Freakin' funny!In DC, setting aside the term "iconic", I think it's a tie between Batman and the Flash, as written by Geoff Johns. Johns gave new life and complexity to The Rogues and several other villains. Awesome stuff.
