To me, this can be kind of a tough question to answer, because you have to ask, "Which Batman? Batman the worlds greatest detective? Batman the Caped Crusader? Or Batman the Dark Knight?" Each of these iterations of Batman seemed to focus on a different potential aspect of the character.
Taking Batman as a whole, my impression of him is that he's a millionaire playboy philanthropist genius who has a dark and cynical view of the world and sees the dark and evil side of humanity, all the while trying to do what's necessary to make things better.
Superman, on the other hand, knows that humanity isn't perfect, but chooses to see the potential (and embodies that trait) good in everyone, all the while trying to do what he sees as right to make things better.
One is willing to work around the law, one is willing (and apparently strangely compelled) to work within the law to achieve their goal.
Who's the world's finest? They both are, because in a warped and twisted way, they are both necessary. Batman is the quintessential "black ops/SEAL TEAM/Army Ranger/MI5/you name it" covert operative, while Superman is your Blue Angels/Thunderbirds. Both accomplish their goals, but by different means. one has to complete the mission in the background, while one needs to be visible. Both are necessary.
Just my opinion.
